To promote awareness of civic responsibility and Constitution Day, the Institute for Government and Public Service sponsored a Constitution Day Essay Contest. All Shenandoah students were encouraged to write a 1,500-word persuasive essay. The essays were to propose and state arguments for an amendment to the Constitution. Essays needed to include reference end notes and citations and were due by September 17. In all, 17 students submitted essays.

Essays were judged by faculty from the political science department and business school with all names of student writers removed. Numbers were assigned to the essays.

Michele Copeland's essay, "Reforming Campaigns for National Office," won first prize. She received a $500 check from the institute. The second-place winner, Alison Smith, received $300. Blair O’Quinn was the third-place winner and received a $200 check.

All students participating in the contest were invited to the Public Service Awards Banquet on October 4. At the event, students got to meet with former U.S. Senator John Warner in the rotunda of the Brandt Student Center prior to the beginning of dinner.

At the conclusion of the banquet, the winners of the essay contest were announced and Senator Warner presented each with a certificate. Senator Warner attended the banquet as Shenandoah University's National Public Service Award recipient.
